For this larger flag, the clover is a 2-inch circle, and the scalloped outer circle is 2-and-1/2-inches.
And here's what I have available for you... They are one-inch clovers, so I used a 1 1/2-inch circle punch to cut it out and a 1 7/8-inch scalloped circle punch for the background.
